Furthermore, the imbalance between the training institutes and the trainee-submitting units is getting worse year after year; these factors will eventually affect the level of military force. This study aims at setting up proper development policies for improving the effectiveness of training institutes.  Factors that affect the training effectiveness of military training institutes, such as satisfaction over curriculum, quality of teaching, goals of supervision, examination,etc. That are complex and mutually influential with causalities; we suppose that an analysis which conducted from an integral point of view from the entire system would result in developing a more appropriate improvement policy. Taking the Armor School in Taiwan as the study case, analyze in depth on key variables for improving the training effectiveness which has been conducted. By using the combination of dynamic system analysis to analyze the causal relationships and further construct a dynamic model of the training system. Within the model, comprehensive policy analysis has been carried out addressing Instructor Organization Ratios (number of instructors vs. number of assistant instructors: 80%, 100%, 120%, 140%) and Equipment Satisfaction Ratios (equipment procurement ratio of the supply-demand: 5%,7%, 9%, 11%). Results of the study show that a policy with the combination of a 120% Instructor Organization Ratio and a 9% Equipment Satisfaction Ratio provides the optimal effectiveness in improving supply-demand equilibrium of the training system.
