The questionnaire was used in this study and the participants were 687 teachers from 29 public elementary schools in Hsinchu city. There were total 517 valid questionnaires. The questionnaire data was analyzed by Descriptive Statistics, t-test and One-way ANOVA, Paired Sample ANOVA, Pearson product-moment correlation coefficient and Regression Analysis. Based on the results of this study, the following preliminary conclusions can be reached: 1.The level of public elementary school principals’ consciousness to transformational leadership in Hsinchu city is above average. 2.The overall level of public elementary school teachers’ learning community behavior in Hsinchu city is satisfactory. 3.The performance of public elementary school teachers’ teaching innovation behavior in Hsinchu city is above average, and the level of “teachers’ concept of teaching” is the highest (M=3.35) among all of the five behaviors. 4.Elementary school teachers’ consciousness to principal’s transformational leadership varies with their positions, years of service and the size of school. 5.Elementary school teachers’ learning community behaviors vary with their years of service. 6.Elementary school teachers’ teaching innovation behaviors vary with their positions and educational backgrounds. 7.Elementary school principal’s transformational leadership is positive correlated with learning community.(r=.759) 8.Learning community is positive correlated with teachers’ teaching innovation. (r=.600) 9.Elementary school principal’s transformational leadership is positive correlated with teachers’ teaching innovation. (r=.553) 10.The highest prediction (R2=.283) among principal’s transformational leadership to teachers’ learning community behavior is wisdom inspiration. 11.The highest prediction(R2=.295) among teachers’ learning community to teachers’ teaching innovation behavior is “common goal and value”. 12.The medium effect of learning community on the relationship between principal’s transformational leadership and teachers’ teaching innovation.
