In this paper, through policy learning theory of the concept of "Chiayi City sewer construction policies ", in the discussion of policy learning process, the use of scholars Dolowitz and Marsh proposed "policy transfer" framework as an analytical tool. 　 　　Chiayi City sewer construction is found that the learning process the system uses a wide range of learning, including seminars, Internet platforms, participate in associations and participate in the academic field trips to visit model for learning.
