However, when international trade is conducted, the carriers for transportation tend to be neglected. In accordance with past experience, acknowledge each country will be a ware of its importance after major maritime cases happen. As a result, related to the international maritime laws and security systems have been designed and establishing in succession. The Ship Reporting System is mainly used to control the real-time activities of ships and it can also be applied to maritime search and rescue at sea when required. Currently, the IMO(International Maritime Organization) has recognized that the Ship Reporting System plays an important role for maintaining the safety and discipline of maritime traffic, further the functions of the system had brought substantial effects all over the world. To locate the position of a ship in distress, the neighboring countries have set up their own Ship Reporting System one after another. In view of the frequent maritime accidents in the near-shore area around Taiwan, how authorites coordinate and monitor the situations of ships in marine incidents are the most significant issues for enhancing the efficiency of search and rescue operations Apart from the existing traffic service system, it is necessary to establish a Ship Reporting System for Taiwanese authority putting into practice.
