Cargo damage risk managements include five steps which are risk identification, risk analysis, risk treatment, cost benefit assessment and strategy suggestions. This paper includes literature review, expert interviews and questionnaire surveys. The preliminary step is to draw up 17 identified risk factors in the export operation of freight forwarders. The second step is to assess key risk factors by Fuzzy Analytic Hierarchy Process (FAHP). The third step is to examine the loss severity and loss frequency by conducting a questionnaire survey, and then construct a risk matrix. The fourth step is to propose effective and practical risk management strategies in accordance with distribution of the risk matrix and carry on the cost-benefit analysis by conducting a questionnaire survey. The results of the study reveal: (1) Through FAHP analysis, the first three key risk factors in the export operation of freight forwarders are “shortage and loading errors in consolidation processes,” “shippers’ making false declaration”” and “commercial deception.” (2) The risk matrix shows all risks are falling in “reasonable control (As Low as Reasonably Practicable)” areas. (3) Results from the cost-benefit analysis of 26 risk management strategies show that all these risk strategies are feasible.
