Description
Summary:碩士 === 國立高雄第一科技大學 === 環境與安全衛生工程研究所 === 99 === To reduce carbon dioxide emissions, improve air quality and reduce the impact of high oil price on people''s livelihood, the EPA proposed a”promote Project for Oil and Gas (LPG) dual-fuel vehicles”, planned for 2012. In this project, the number of LPG filling stations will be increased from 20 by 2008 to 150. Because the LPG stored and sold in refueling stations is a kind of flammable high-pressure gas, the employer should build explosion-proof structure of electrical machinery, apparatus and equipments in areas with the risk of the explosion, danger of fire according to the Labor Safety and Health regulations. All the new installations or replacements announced by the Central Competent Authority, the qualified products shall be used in accordance with the central competent authority designated national standards (CNS3376), international standards or group standards. In past, Normative and Standards of explosion proof, we refer the Japanese construction specifications, as with international practice. In 2002, the government began to refer to the International Electrotechnical Commission (IEC) standards and announced the CNS 3376 Series explosion-proof standards, and Industrial Technology Research Institute (ITRI) was commissioned to perform the test for explosion-proof electricity. Since 2011/1/1, all new installation or replacement of explosion-proof electrical equipments shall comply with the CNS 3376 standard. The first step of correct installation of explosion-proof electrical equipments is to setup the appropriate dangerous zones. After reviewed the established LPG refueling stations in Kaohsiung and Pingtung areas, it is found that the industry usually do not understand the regulation of division of dangerous zones in the CNS 3376-10. Most of Stations set up the dangerous zones only in according to the safety distance related in the ”LPG Refueling Station Building and Management Provisions” as the high risk region. Furthermore, the national regulatory standards and the CNS 3376 series have not been clearly defined about the region division of the LPG refueling stations, resulting in no regulations to follow for the industry. The purpose of this study is focusing on setting up the dangerous zone based on CNS 3376-10, and provides a reference for making plans to construct refueling stations for the industry, and then correctly choose explosion-proof electrical equipments.
