碩士 === 國立高雄第一科技大學 === 運籌管理研究所 === 99 === As global warming, over-exploitation of lands, artificial destroy and other factors all impact, making natural disasters brought about by the destruction and loss is becoming serious, but over the years has highlighted the phenomenon of disaster prevention and relief system in Taiwan is not enough to improve the disaster, causing loss of life and economic losses of many . Therefore, this study in Taiwan over the past decade''s flood disaster prevention literature, the framework of flood disaster management in Taiwan was established, which includes three dimensions - national land planning, organizational operation, and disaster logistics functions. And Government units for the combination of expert interviews to the local government of Taiwan knowledge and experience relief, the design of this study flood disaster management structure of the questionnaire. Then, in Taiwan for the serious disaster area, the central unit with Defangzhengfu expert questionnaires, and the use of fuzzy AHP questionnaire results with the IPA framework for analysis and breakdown of disaster prevention and rescue. The purpose of this study propose a framework for integrated management of disaster prevention, disaster prevention to enhance Taiwan''s ability to continue as a national disaster prevention and relief update dissemination and practical application of knowledge in order to reduce disaster losses. And through the analysis of questionnaire proposed steps to flood disaster management, disaster prevention and disaster mitigation checklist manual for government agencies and the public for reference and as a national disaster prevention and disaster relief continue to update knowledge dissemination and practical application.
