In order to achieve the aforementioned objectives, I adapted these methods: first, two visible indices of urban development: one is the measure of urban built-up area, the other is the number of population. With the maps that were drawn in the Japanese and Chinese ruled periods(Rizhi and Minguo periods), this study pieces up a picture of the transition of the measure of Changhua City’s urban built-up area in the recent one hundred years. At the same time, with the data of population statistics, this study explores the transition of the number of Changhua City’s population in the recent one hundred years. Besides, the other important index of urban development is the importance of this city in this region. This study gathers the data of the census of the major cities in the central region in the recent ninety five years(1915-2010). And with the comparison of the numbers and the proportions of the population, finds out the raising and declining importance of Changhua City in the central region. Second, I gather the maps of the reformation in Changhua City’s urban district drawn in Japanese ruled period(Rizhi period) and those politics and laws about the development of national land in Chinese ruled period(Minguo period). With these information, I’ll understand how the institutional environment of industrial innovation influences the development of Changhua City. In the period of 1904 to 2010, the measure of Changhua City’s urban built-up area increased slowly at the beginning, then quickly, and then again slowly. In the whole, the district is expanding unceasingly. In the period of 1905 to 2010, the numbers of the population of census register and the census during 1915 to 2010 also increased slowly at the beginning, then quickly, and then slowly, but today unlike the measure of urban built-up area that is still increasing, the increase rate is close to negative value. In the period of 1915 to 2010, the distribution of the population in the central region came from spreading to concentrating, and the concentrating centers of the population are Taichung City, Dali City and Taiping City(On 2010/12/25, they changed their names to Dali District and Taiping District). The strength of population growth of Changhua City is weaker than those district mentioned above, so her population proportion in the central region is not increasing. Since the late 17th century, Changhua City developed originally from a country and a market street, and she was a natural market street without planning of the government. It was not until the early 18th century, was the city wall of the county and the government organizations and residential districts established. The shape of the city wall was elliptic and the directions of the streets inside the city wall were taken shape originally, but still were curved at the beginning. The shape of the street blocks was an irregular “mosaic”. In the early 20th century, the government caught out the policies of the reformation in downtown area. The shape of the streets was a grid, and the shape of the street blocks was a “square”. After the medium 20th century, the shape of the streets was designed to a “ringed-hook” in the urban planning, and the shape of the street blocks developed latterly was gradually a regular “mosaic”. At the beginning of the 21th century, the shape of the streets is designed to a grid in newly urban planning, and the shape of the future street blocks will be understood in the future. Beside, the streets in non-planning area close to urban planning district are almost lanes like sheep’s small intestines, and the shape of the street blocks is an irregular “mosaic”. From the literatures and institutions, I can find out some factors about the origin and developing process of Changhua City. In the 17th century, Changhua City originated from agricultural and commercial activities, and then been nourished and ruined by the economical institution of Physiocracy in the period of the late 17th century to the late 19th century. This led to that the features of the city sometimes appeared and sometimes disappeared because of the wars. In the 20th century, Physiocracy changed to Mercantilism of governmental strong policy, but the center of policy didn’t focus on Changhua City. In fact, Changhua City should formerly been sealed for safekeeping in the 19th century, but she still entered into the modern century with her old appearance. In the 21th century, the heart core of urban and industrial policies of government changed from central government to local government. And Changhua City has the advantage of traffic location. This is an important factor for the development of modern city. Besides, there is a key factor that whether the institutional environment of industrial innovation can be established. This driving power for unceasing development of Changhua City no longer exists in the 20th century. If Changhua City can establish this factor in the 21th century, she may get a chance to further development.
