The study was conducted on the school members of national/private high/elementary schools in Kaohsiung city through questionnaire and literature survey method, with expert validity as supplementary. After statistical analyses, the following conclusions are therefore reached according to the three aspects, organizational commitment, communication patterns, and participation satisfaction: in general, school members’ consciousness of the three aspects is above average at present; male members’ cognition is remarkably higher than female members’; people from 50 to 59 years old have notably higher cognition than those under 39 years old do; people with vocational academic background have apparently higher cognition than those with (or above) graduate degrees do; schools with (more than) 49 classes have obviously higher cognition than those with (less than) 24 classes do; members from parents associations have strikingly higher cognition than educational personnel do; school members with higher consciousness of the three aspects have higher cognition; it is predictable that school members’ participation satisfaction in reciprocal communication, developmental communication, task-based communication, consultative communication, job involvement, and value commitment would bring positive effects. According to the above conclusions, this study proposes the following suggestions in hopes of helping parents’ participation in the benign development of school administrative affairs, and even offering references for governmental institutions and education-related personnel. I. Enhance the core concept of value commitment so as to elevate the objectives of the integral organizational commitment. II. Promote the “developmental communication” pattern to improve the effectiveness of organizational communication. III. Establish well-developed platform for coordination and support in order to heighten the integral participation satisfaction. IV. Invite female members to participate in the organizational and administrative operation so as to increase the participation satisfaction. V. Establish cross-age learning organization to strengthen the passing on of experience from seniority to novice. VI. Construct counseling for people whose level of education are above graduate schools in order to open up the access and mechanism for advice. VII. Strengthen the self-improvement and knowledge capacity institute within small-scale schools so as to improve the ambiance of integral organizational commitment. VIII. Establish the platform for communication between educational personnel and members of parent associations in order to elevate the integral satisfaction. IX.
