Combine the research results and propose specific suggestions to educational administrative institutes, schools and follow-up researchers for reference.
One of the qualitative research methods, interview analysis, was used in the research. The teachers of two schools in Kaohsiung City that had absent role of principals for over a semester (half an academic year) were the interview sample. Purposive sampling was used to select 17 interview targets from teachers and directors, chiefs, teaching staff and members of the parents association who had different duties and were not working together. Investigation was carried out using literature review, interview and data analysis to form the topic. Along with the researcher’s reflection, the difficulties acting principals encountered when carrying out principals’ duties, the factors that influenced the organizational atmosphere due to the absent role of principal and the status-quo of the school effectiveness which was influenced by the absent role of principal were discussed. Moreover, the appropriate candidate requirements for acting principal were investigated.
After data analysis, the conclusions obtained are:
1. There are three main difficulties acting principals encountered when the school principals are absent:
〈1〉Exist in responsibility but not in reality
〈2〉The acting period is only for half a year which causes the acting principals have the intention for school affair development but not the strength.
〈3〉Acting principals scruple interpersonal relationship, are afraid of receiving more criticism than praise and do things without letting the others to know which cause school administrative affairs difficult to carry out.
2. The changes in organizational atmosphere when the school principal is absent:
〈1〉Everyone feels huge psychological stress.
〈2〉The school team lacks sense of unity and has low harmonious degree.
〈3〉The teaching work is carried out as usual. However, the administrative support degree is not as expected and the organizational atmosphere is disharmonized.
〈4〉The interaction with parents in the community is poor.
〈5〉The school is unable to organize characteristic teaching activities which depress the teachers’ teaching mood and reduce the students’ learning motivation.
〈6〉The teachers’ professional development opportunities are reduced which means the teaching quality cannot be greatly enhanced.
3. The school effectiveness affected by the absent role of principal:
〈1〉Poor school administrative efficiency
〈2〉Poor learning performance for students
〈3〉Paused school development plan
Based on the above research results, the following suggestions are proposed to provide reference to educational administrative institutes, schools and researchers who intend to investigate on this issue.
1. Suggestions to educational administrative institutes:
〈1〉Assisgn regular specialized person to be the acting principal for each school.
〈2〉Use negotiation mechanism to elect the acting principal and guide the school to carry out school affairs as usual with extra attention.
2. Suggestions for schools:
〈1〉Acting principals should establish self-confidence and accept different opinions to integrate the final decision plan.
〈2〉The staff in the school should tolerate the leadership of the acting principal with empathy and communicate and negotiate with the acting principal to manage the educational field together as if being on the same boat to create a learning environment that is safe and friendly.
3. Suggestions for researchers: Future researchers should extend the research issue, for example, the selection mechanism for acting principal, and expand the research sample to obtain more specific proofs.
