Some research points out that the community development association and the office of village in the civil administration system often overlap regarding the administrative matters resulting in arousing questions and discussions from all circles. However, recently many successful cases of community building occur in Taiwan, which embodies the role function the community development association has played locally differs from that of the office of village. Therefore, what is the current situation about the operation of the organization function of the community development association after all? And the designs of the community development association and the office of village are overlapping or complementary? In the next place, from the aspect of the operation, there are frequent conflicts between the director-general of the community development association and the village head, especially the grudges resulting from the elections make their relationship even worse. As a result, how the relationship type between the director-general of the community development association and the village head would affect their operation functions is also the research motive and object of this paper. The research scope of this paper falls within the community development associations conducted by Penghu County. The experience data are primary collected by the method of in-depth interview and the method of questionnaire survey, and are verified with the statistics data of the Government and the related documents. The major discoveries of this research are: (i) Although the organization operation of the community development association in Penghu County is healthy, its function is not. The participation rate of the residents is low and they lack for autonomous character which reveals the characteristic of the “client type community non-profit organization”. (ii) At the urban areas with higher urbanization degree, the higher occurring rate of the competing or hostile relation between the director-general of the community development association and the village head. (iii) Competition-based type of relationship for the efficiency of operational functions, significantly higher than the same type of cooperation and conflict confrontation type.
