First, through literature review, the study probed fundamental theories and the relevant research. Second, 402 teachers of the municipal elementary schools in Kaohsiung County before administrative area merging were chosen as study sample by the method of “Stratified Proportional Sampling” according to the school sizes. The questionnaire in use included three parts : teachers’ personal information, principals’ servant leadership and school public relationship. The data was analyzed by the SPSS for Windows 12.0 using the method of descriptive statistics, independence sample t-test, one-way ANOVA, the Pearson product-moment correlation and multiple stepwise regression analysis. According to the results of the data analysis, the conclusions of this study are as follows : 1. The perception of principals’ servant leadership and school public relationship among the municipal elementary school teachers is above the intermediate level. 2. There are significant differences in the perception of principals’ servant leadership among the teachers with different genders and offices. There are no significant differences in the perception of principals’ servant leadership among the teachers with different ages, teaching seniority, education background, school scales and school locations. 3. There are significant differences in the perception of school public relationship among the teachers with different genders, teaching seniority, offices, school scales and school locations. There are no significant differences in the perception of school public relationship among the teachers with different ages and education background. 4.There is a significant positive correlation between principals’ servant leadership and school public relationship. 5.The elementary school principals’ servant leadership is effective at describing the school public relationship. The explanatory variance attains to 39.6%. Finally, according to the research results, the suggestions are provided as a reference for educational administration, elementary school principals and further research.
