The ways of the study are thorough interview in quality and analyzing the information contents. To discuss the evolution of interaction between Goodshepherd Social Welfare Services at Hualien Guangfu and government (i.e. central and local governments)There are four purposes on this study. 1. By collecting the empirical data. To analyze the development history from 1997 to 2009 of Goodshepherd Hualien Guangfu resident center promoted aboriginal countries resident social welfare services. 2. In the view of service history, to discuss the development of interaction between FBO and central government and evolution. 3. In the view of service history, to discuss the development of interaction between FBO and local government and evolution. 4. Thoroughly understand the characteristic, roe, function and influence of interaction between FBO and government(i.e. central and local governments), to provide good information for government in counseling, management and planning affairs of running NPO resident agency welfare services in the future in the future. According to the analyzing of my research. There are three important discoveries: (1) resident center carried outaboriginal countries resident social welfare services from 1997 to 2009. At initial stage, resident center tried its best to get any kind of support and resource from government. At developing stage, the situation of host and guest was change (i.e. government gave support and resource to resident center initiatively, and authorized social welfare services to resident center.) Finally, at growth stage, resident center and government moved towards to cooperate and plan social welfare services. (2) In the view of service history, development of interaction between central government and resident center. At initial stane, it’s a vertical relationship. (i.e. government gave support and resource to resident center. Just like the master and slave relationship.) to blend to fuse to merge (intergration ; fusion) At developing stage, government and resident center exchanged resources cach other. At growth stage, it’s an equal and integrated relationship. (3) In the view of service history, development of interaction between local government and resident center. At initial stage, it started the development of resource establishment, and then developed into horizontal and complementary relationship. Finally, at growth stage, it’s a mutual benefit and symbiosis relationship.According to the analysis of study result. There are three suggestions for government and resident agency. For government: (1)To counsel the district civil NPO in a planned way to expand outsourcing source, and implement the delivery of service. (2)Plan to involve the evaluation of practice field. (3)To trust and respect the localization working mode and culture ability. For organization: (1)Future services should emphasize the mission of organization. (2)observe and expand the social resource network from time to time. Maintain the autonomy of organization. (3)Clearly understand the legal risk. Enhance the contract management.
