The methods of the the study were historical and semi-conducted interview. Related documents in 1977-2011 were collected and analyzed. Moreover, interviews were conducted with performers, superintendents and participants from several teacher colleges and elementary schools. It was found that the regulations were aimed at enhancing teacher capability and compensating their educationl background during 1977-1990, training teachers to rank in higher levels and enhancing their educationl levels during 1990-2000. Moreover, the aims of in-service education of teachers were at teachers’ professional development and lifelong education from 2000. The in-service units provide a variety of curriculum during 1977-1990. For promoting educational level of elementary school teachers, there were lots of ways that included higher adult education, self-examination, open education, long distance education since 1990. The ways and curriculum of non-degree studies depended on the demand of teachers’. The curriculum of upgrading teachers’ educationl level included specialist and collge level. In order to encourage elementary school teachers participated in teachers’ in-service education, the courese were almost free. In addition, teachers’ salary and benefits were maintained during the education period. Recommendations of this study in regulations are proposed to estabilish elementary school teachers’ career ladder program in order to help teachers getting appropriate professional development. Learning patterns were proposed to increace hours of in-sevice education to suitable range, and offer opportunities observe classroom openly. Curriculum emphasized the sense of teacher mission and planning appropriate training courses. Encouragement was proposed to combine teacher’ in-service education system with teachers’ evulation system, and be balanced between degree and non-degree education.
