Aviation industry estimate cross-strait traffic optimistically not only passenger but also cargo. After 2008 Jiang-Chen negotiation every airlines compete the market hotly, but the presently flight right of cross-Taiwan-strait is having great construction difference with past research that set few flight node. So we should build a new model for Airline to long-term planning cross-Taiwan-strait market. Because of cross-strait special policy situation, this study uses a mathematical programming model to describe attributes and restrictions of the cross-strait market. Making a transportation problem solved by branch-and-bound, and design a suitable network to help airline disposing resource for the market. A case extracted from the cross-strait network of Taiwan’s international airlines is tested. According to the test result and sensitivity analysis, we find that the number of flights is less than actual operation, and that the Aviation`s number of airplane is not enough to get the limit of negotiation. This research starting for makes most profit, through review past research and analyze the attribute and limit of cross-Taiwan-strait market, set applicable network graph, and build a bipartite graph for a both directional transportation problem as the fundamental of our studies. Two mathematical models are formulated for two role the government and airlines to decide the choices of flight nodes and the numbers of flights and the aircraft of using. After collect the necessarily date, we employ a commercial package, OPL, to examine an example and process the sensitive test for fuel price and ticket price, and discuss that what the affecting of object value and airline operation will happen when parameter changes. The result are that airline Doesn`t have to use all flight rights for constructs most profit network and airline should invest more A330 type aircraft if they want to get more revenue, hope the study can be good for airline make practicing planning.
