Its international trades largely depend on maritime transportation. About 99% of its cargoes in international trade are carried by sea. Obviously, maritime industry plays an important role in Taiwan's economy, and also acts as an essential part of Taiwan's economic development as well as welfare. To reduce their operation costs, many shipping companies adopt some measures including using sub-standard ships, cutting down their maintenance expenses, etc. Thus causes poor condition of the fleet and cannot meet the requirements of IMO Conventions. Under such circumstance, it is necessary to implement certain measures to prevent marine pollution and to safeguard lives in the sea. Therefore, port state controls as required by IMO Conventions in many coastal nations have become a global practice. However it is necessary to review whether or not Taiwan has effectively and efficiently implement those requirements imposed on by the IMO Convention. This study explores relevant issues concerning domestic laws, the procedure of PSC, the organization to execute PSC policy, etc., in order to provide suggestions to the authorities, hopefully leading to enhance Taiwan's PSC operations and to upgrade its efficiency and effectiveness.
