Such regulation protects the civil right to take exams and work. This study discusses professions as doctors, lawyers, social workers and counselors. A teacher is considered a professional personnel according to the definition and job description of teaching. However, teachers are not constitutionally identified as professional personnel. The government should legislate laws for regulation. There are flaws of existing teacher qualification assessment that need to be improved. Adopting Teacher Qualification Assessment into Professional and Technologists Examination improves the existing system; promotes teachers’ professional knowledge; eases the job problem of unemployed teachers; protects civil rights also improves the social status and images of teachers.
