A matrix model was constructed based on job mission and potential job competencies. The secondary data union method was applied to analyze and compile the Modified Delphi “Questionnaire for Care Worker Core Competency.” Nine Delphi committees were polled twice, and data analyzed by importance. Experts can achieve consensus on indicators through two rounds of Delphi questionnaires. This study identified five dimensions, for a total of 22 indicators of care workers. Finally, using the Analytic Hierarchy Process method, the core competence model for care workers was constructed. Based on study findings: “working attitude” was the most important dimension, with a weight of 29.8%. The top three core competencies were “team work,” “responsibility,” and “respect for support,” totaling 23.85%. “Crisis management,” “customer service,” “organizational commitment,” and “personal warmth” totaled 25.27%. The total weight of the first seven indicators was 49.12%. We conclude that indicators are the core competencies for care workers in institutions for the disabled.
