Data from the FOs in major agricultural producing areas of Taiwan are collected for the year of 2008. Data Envelopment Analysis (DEA) is used to evaluate FOs'' performance on balancing between financial self-sufficiency and service provision as non-profit organizations. The major findings of this study are as follows: First, DEA method can show the overall performance of FOs and the difference among the FOs by the presence of nonzero slacks which assist the government to set the benchmark as the goal for upgading their services. Second, the local competition and capital requirement have significant impact on the performance of many FOs. Against these backdrops, the FOs should effectively integrate available internal resources to assist their member farmers to improve their operating environment and to assist the government to achieve the policy goal of sustainable rural development.
