In addition to the introduction and conclusion, there are four chapters in the paper, which discusses the civilian-controlled military profession by adopting methods used in the studies of historical documents and records as well as keeping up with current political, scientific and technological development while providing strong supports proven by my personal experiences. First of all, explained in the article are how the current ROC national defense system was influenced by indigenous Chinese military science and the Western thinking of wars and strategies, and was shaped based on military experiences from Germany, Japan, the US, and Russia. Secondly, the three stages--initiating/revising, planning, and approving of the “National Defense/Organization Law” are described here to introduce our national defense system. The scope of the “National Defense Law” is examined to see if our national defense meets the criteria of a democratic and legal system. From the perspective of political development, we then analyze the relations between civilian control and military profession. A draft revision of the “National Defense Law” is given as the reference. Focusing my study on an ideal political-military interaction, I conclude my study on civilian-controlled military profession, which uses the case of the “Nation Defense Law” and centers on traditions, military cultures, and the changes of situation, with vision of a better political-military system. My opinions on the rights and responsibilities of the “National Defense Law” derived from factors such as civilian control, nationalization of armed forces, all people defense, and military culture are also stated in the paper. Also proposed in the paper are a principle for the operation of national defense and suggestions for the practice of national defense by incorporating all related theories. It is my intention to emphasize in the paper that a civilian-controlled military profession should be in line with the comprehensive political goals; that is to say, politics is equal to national strategy. While politics overriding military profession is reasonable and necessary, the understanding of and respect to military profession by civilian policymakers could set a good example of a well-balanced politics-military relationship.
