According to the reference , theories, making this progress with questionnaire survey, we created and organized “child right preservation measurement scale”, “parenting value measurement scale” and “working environment measurement scale” as research instruments in this research. By using the demography, we searched and gathered the data of those social workers, who were sampled from 23 country government in Taiwan. Finally we learnt the 315 valid samples, with a response rate of 78.75%.The main results as follows: 1.The Juvenile protection social workers adopt network-extrinsic factors as the top priority for conducting placement treatment approach, followed by organization-intrinsic factors, and finally the social-environment-extrinsic factors. It proves that social workers assume the availability of sheltering resources, supporting level for relevant government competent authorities influences conducting placement treatment approach the most significantly. 2.The Juvenile protection social workers treat staying in juvenile own family as the top priority choice for placement treatment approach, followed by temporary placement in juvenile relatives and residence foster family, ranking the third and finally the institutional placement. It shows that social workers are more preferential with arranging staying the juvenile own family as the placement treatment placement treatment approach than arranging sheltering residence. 3. The placement treatment approach for “preferring arrangement of staying in juvenile own family to sheltering residence” can be evaluated and predicted by “care for and respect for individualism (education-discipline methods)”, “junior college & university (education background)”, “Buddhism belief & non-religion belief (”religious belief), “central & northern Taiwan regions (service regions)”, “working seniority”, “organization-intrinsic factors” and “education development achievement (a child-raising goal)”. 4. The placement treatment approach for “placement in relatives” can be predicted by “divorcement & un-marriage (marital status)”, “cultivating interpersonal relationship/cooperation development (an education-discipline goal)”, “age”, and “eastern Taiwan region and remote islands and northern Taiwan region (service region)”. 5. The placement treatment approach for “placement foster family” can be predicted by “cultivating interpersonal relationship/cooperation and development (an education-discipline goal)”. 6.The placement treatment approach for “residence in institutional placement” can all be predicted by “working seniority”, “survival right(child right preservation concepts)”, and “demonstration and discussion and practicing (an education-discipline method)”. Base on the above finding and conclusions this research propose some concrete suggestion for professional social workers, organization, social working education , government, staff and future researchers.
