During the presidential campaign, Taiwan presidential candidate Ying-jeou Ma proposed a series of cross-strait economic and trade policy blueprint for the future governance─「Cross-Strait Common Market」, it is what we know today ECFA (Economic Cooperation Framework Agreement). After two year propagating the policy, the ECFA has been finally signed in June 2010 but people still have a vague idea about it. The approach of this research used both the document analysis and historical analysis to explore government responsible units propagating their policy from four phases such as "origin period","expand the organization period", "legislative solution period" and "relaxation period" and how to examine their policy propaganda through planning, organizing, executing and controlling. This research paper also offers some constructive suggestions for reference purpose. The results showed the Economic Cooperation Framework Agreement is a marvelous achievemnet for ruling party. If the government using the strategic communication wisely to develop programs related to policy advocacy and communication strategy, can make public people better understand the content, mutual interests and function of ECFA and it will reach win win situation
