As the democratic society is constantly changing, how can we realize the citizen participation in public affairs and build a sound mechanism? Moreover, through the review of the bureaucrats' attitude to the rising citizen awareness when the public policies were under establishment, we can find that although some establishment procedures had citizen participation, there were only explanation meetings for citizens held by the bureaucrats in the implementation of the public affairs, without actual participation. Under the democracy, citizen demand more and more from the government, and the bureaucrats have found that they should understand the attitude to the citizen participation on a deeper and wider level. The study discusses the bureaucrats' attitude to the citizen participation by referring to the Referendum for Gambling in Penghu, and talks with the officers who actually participated in the referendum issue by means of profound interviews and questionnaire surveys. In order to meet the study aim, it's necessary to deeply understand the related literatures, and to conclude and discuss the information from profound interviews. After reconsidering the bureaucrats' conducts on the citizen participation under the current democratic administration, we find it's a must to establish a more practical system for the citizen participation, to develop the administration system of democracy. The study finds that 1) the bureaucrats all had a positive attitude to the citizen participation during the Referendum for Gambling in Penghu; 2) the problems presented through referendum is the best reflection of citizen participation and also the best expression of democratic administration implementation. Experiencing the trend of citizen participation, bureaucrats have realized that when the citizen awareness is rising and government ability is being challenged, the public demand exceeds the leadership and becomes the top-priority democratic administration, in order to cope with the pressure from the internal and external environment. The study suggests that when pushing public policies, the government should provide a system of the citizen participation, push lawmaking or form systematic participation access, so as to avoid the selective participation mode in the policy establishment processes; as for the management, the government should pay more attention to the communication with the public, to listen to the citizens' thinking and build the public managers with international views; technology should be used to provide more convenient access to participation; a professional executive organization should be established through the cooperation between the government and the public, to share the public decision-making authority with citizens and further to meet the goal of democratic administration.
