The policy of two-day weekend has been carried out for years in Taiwan, and Taiwan is an island surrounded by ocean with rich marine resource. It is considered natural that Taiwan is suit for developing rock fishing activities. Keelung Islet is a well-known rock-fishing island in northern sea area, also known as the Landmark on the Sea. There are as many as thirty kinds of fishes can be fished. However, rock fishers are not as many as we think. Therefore, this research is for the purpose of discussing the participatory process of rock fishers in our country. The participatory process is composed of three parts: the leisure motive, the leisure experience and the leisure benefit. The research is based on open interview method which collected the information by interviewing with ten fishers who often go rock-fishing in Keelung Islet. According to the interview result, the leisure motives of rock fishing participants can be classified according to socializing, competence and evasion. The aspect of socializing is mainly on making friends and keeping in touch with friends; the aspect of competence is mainly on enjoying fishing fun; the aspect of evasion is mainly on enjoying nature. As to leisure experience, the aspect of control is focused on performance in the process and master of rock-fishing condition; the aspect of competence is focused on challenge process and rock-fishing performance ability; the aspect of commitment is focused on time awareness; the aspect of entertainment is focused on interesting. With regard to leisure benefit, the aspect of physical benefit is focused on maintaining the vital functions; the aspect of mental benefit is focused on relieving pressure; the aspect of social benefit is focused on making friends. Under various leisure motives, these rock fishing participants have diverse leisure experience and then influence their leisure benefits.
This research suggested the school unit should strengthen the marine education knowledge and the government may allow tourist to visit or go fishing in deserted island within limits by setting up regulations in order to not only protect the marine resource but also promote healthy rock fishing activity and develop interpersonal relationship.
