This thesis was based on WiMAX and as IEEE802.16 develops, solved all kinds of problems happening under changes of the environment and needs of users. However, main problems among them were the users’ QoS and RSS. One of the groups of IEEE802.16 provided the way of solving them, which was IEEE802.16j. RS were input to the standard of IEEE802.16j, mainly used to extend signal range and to improve signal acceptation. However, there was no particular way to define flow-management among RS, which was when MS and BS deliver through RS, they would directly send out the flow they accepted. Therefore, this article presented VHTC-RS, also input MIH structure, so while users continued to switch hands, they could achieve non-seam switching. This could improve both QoS and RSS.
