However, in fact, plans are normally implemented under conditions that are not totally alike to the firstly-given projections and assumptions. Therefore, when implementing a plan, there should be monitoring and evaluation to ensure the plan goes in right direction to the objectives. In 2005, Ministry of Planning and Investment received technical and financial support from UNDP, UNCDF, DFID for changing the traditional method of monitoring and evaluating 2006-2010 plan to result-based method. In May 2007, Ministry of Planning and Investment issued Monitoring and evaluation frame based on the social- economic development result of 2006-2010. In 2008, Ministry of Planning and Investment guided provincial Department of Planning and Investment to apply result-based method in monitoring and evaluating each province’s 2006-2010 plan. However, in Nam Dinh province, Department of Planning and Investment were not successful in applying this method. This research aims at finding how subjective factors affected (either in positive or negative way) the application of result-based method in monitoring and evaluating 2006-2010 economic-social development plan of Nam Dinh province. The method used for this research is qualitative method with the formation of a survey questionnaire for interviewing specialists or those related to the monitoring and evaluation of the 2006-2010 plan. Results of the research show that subjective factors caused negative impact to the application of this method in Nam Dinh province and this explains why Nam Dinh DPI was not successful in applying this method.
