This paper presents Freeway HOV lane analysis-feasibility to use GPS. The method is based on Cluster Analysis and GPS that certain units show derived information such as direction and speed, calculated from position changes. The results of the analysis showed in the time, the results analysis: in every Monday to Friday morning, there occurs higher congestion at 7am to 9am according to the cluster analysis of travel time and average speed. In the space, the results analysis: Whether in the south and north sections of road, between Chung-Li interchange to Yang-Mei interchange, there takes place about lower average speeds at 7am to 9am and 5pm to 8pm. Probability, there happens lower average speeds about occurrence of six days a week. The sections between Lin-Kou interchange and Tao-Yuan interchange and Tao-Yuan interchange and Nei-Li interchange, there takes place about lower average speeds in the north at 8am to 9am and 5pm to 8pm and in the south at 7am to 9am and 5pm to 8pm.
