Water resources are one of the most important issues in the 21st century. Industrial waster water recycling of green technology industry is targeted as the subject matter of the present research. It examines and evaluates in depth the business model and economic effectiveness in which industrial wastewater recycling factories use an innovative business model to break the market deadlock. The factories adopt the way private entities invest in governmental projects by BOT (Build-Operate-Transfer) model. Long-term contracts are signed between the recycling factories and customers. Complete wastewater recycling systems are built in customer plants and treatment fees are charged based on the water volume being recycled. This research adopts the business model dimension analysis proposed by Osterwalder & Pigneur. It includes four dimensions, namely Product Innovation, Customer Relationship, Infrastructure Management and Finance. A project's innovative business model is firstly analyzed in terms of its innovations and projects of gradual innovation are concluded. Projects of long-term investment require economic effectiveness analysis and evaluation in terms of its finance dimension. Methods for economic effectiveness evaluation consist of Investment Effectiveness, Financing Feasibility and Sensitivity analyses, which are used as references for judging an investment. Conclusions derived from the results of the research analysis: 1) In terms of business model dimension, complementary effects can be obtained from industrial wastewater recycling companies engaged in BOT contracts with customers. Both sides of market supply and demand coexist dependently to generate bigger benefits. 2) As for the analysis results of economic effectiveness, the BOT model can be accepted by waster water recycling investors, while customers can benefit from decreased costs. 3) Internal rate of return of 11.88% of the scheme is bigger than 7%~8% of government BOT. Therefore, the model can be definitely adopted in industrial waster water recycling of high technology industry. It solves the water demand problem of high tech plants and creates a favorable situation for all three sides of the government, high tech company and industrial waster water-recycling factory. a) Government: It helps to solve the problem of water supply shortage by increasing the recycling percentages of industrial and high tech wastewater. b) High tech industry: It helps to comply with wastewater recycling regulations; to decrease the water demand of high tech plants; and to decrease the losses in reduction of output in order to benefit from cost-effectiveness when a water shortage problem occurs. c) Industrial wastewater recycling factory: It helps to increase market demand and to develop long-term customers to create profits.
