Applying FMODEA/AR to evaluate performance of hospital in Taiwan

碩士 === 國立臺北科技大學 === 工業工程與管理研究所 === 99 === Recently, because the finance of National Health Insurance has many problems, the phenomenon that the finance can’t make ends meet effects the using of Taiwan’s health care system’s resources a lot. So the ways to use resources efficiently and promote the operating performance of the health care system are important management issues in the future. The research takes Taiwan’s public and private hospitals as research samples. Use Fuzzy Multiple Objective Data Envelopment Analysis Assurance Region (FMODEA/AR) model to confer the operating performance and the effects of variables, and then use Slack Variable Analysis and Sensitivity Analysis to confer the way to improve the hospital’s performance. In the last, use Malmquist Analysis to compare the efficiency from 2007-2009. In this study, people can find that Hsinchu, Taipei, Ilan, Taoyuan and Taitung are more efficient in FMODEA/AR. However, by using Slack Variable Analysis, Taipei, Taitung, Miaoli, Hsinchu and Ilan are not necessary to change during the research. It indicates that the performance of management is good. In the Sensitivity Analysis result, the efficiency values of Taipei, Yilan, Miaoli, Taitung and Hsinchu do not promote due to the reduction of input items. It shows that these five cities make use of resources more efficiently; other cities should take them as models. By using Malmquist Analysis to find out the change of overall productivity index, people can observe the improvement of efficiency and find that Taiwan''s health care system presents total factor productivity keeps declining. All of the above, people can tell that promoting and improving medical efficiency demand immediate attention.
