Therefore, Supply chain management (SCM) becomes one of the important management approaches. Many companies invest significant resource to develop SCM system. But, the failure rate of implementing SCM system is quite high and the value of SCM system in operation phase is unexpected. Consequently, identifying the SCM key issues can avoid those problems. However, only few research publications directly relate to key issues for SCM in semiconductor industry. Therefore, this research reviews literatures and conducts focus group discussions with participants from academic and industry to construct a comprehensive key issue hierarchy. It can be used as a check list for companies to prevent the related problem happen, decrease the failure rate of SCM system and enhance the operation performance of SCM system. Besides, this research is based on a successful project ESCM from TSMC to extract the SCM key issues by the questionnaire. This research also analyzes the complicated relationship among key issues with fuzzy Decision Making Trial and Evaluation Laboratory (fuzzy DEMATEL) and discusses its business meaning. And, the results were discussed through a series of focus group discussions again where real world examples were used to prove certain high ranking (R-C value) key issues. This research can serve as valuable information for supporting future project managers to make decision and future academic research in related fields of SCM key issues.
