According to the degree of handover call protection, we propose three radio-block based resource allocation strategies, which is Complete Sharing, Guard Channel, and External Blocking. By building analytical model and software simulation, we evaluate the influence of offered load on utilization, blocking probability, and dropping probability for different strategies. We found that the utilization for different strategies is not much different.
