However, no fast reliable evaluation method for coverage quality has been widely accepted. And, the analytical results and quality criteria determined by the experience and knowledge of inspection engineer usually varies due to subjective point of view. This would result in faulty judgment which may mislead the maintain procedure or adjustment method and make incorrect investment. This study is aimed to apply knowledge management concept to the evaluation of mobile network coverage quality. Data bank, data warehouse and data mining were integrated and system process optimization technical (SPOT) was developed based on fuzzy decision three. A relatively standard procedure was established through the acquisition of experts’ knowledge and knowledge transformation. The reliability and validity of the coverage quality evaluation using the procedure proposed by this study was demonstrated according the results of case study. Application of knowledge management and SPOT to the evaluation of coverage quality would provide fast and relatively reliable results which may help to obtain the proper trouble-shooting methods, increase mobile network service quality and effective resource allocation, and then result in labor-saving and cost-down.
