The first method applied in this study is an in-depth literature analysis to understand ambulance service concepts, Ministry of Health regulations, Health administrators’ norms, other hospitals’ evaluation criteria, and other related studies in order to establish a foundation for a new evaluation criterion. Next, Modified Delphi Method questionnaires were given to 21 Hospital Ambulance Service Outsourcing Procurement experts asking them to identify the most important and efficient methods of an evaluation criterion. Finally, an Analytic Hierarchy Process (AHP) was used to establish a weight scale for each criterion. The result of this research found that an efficient evaluation criterion for the Most Advantageous Tender for Hospital Ambulance Service Outsourcing Procurement includes the following five main decisive factors: Service Qualifications , Ambulance resources, Management capacity, procurement benefits and company progress reports. Thirteen sub-factors are also included for a more proficient evaluation. Among all factors, the two most important ones are Ambulance resources and Management capacity. Based on this study’s results, further conclusions can be recommended to health administrators, public hospitals, ambulance companies, and for future research in this area. none 陳敏生 2011 學位論文 ; thesis 124 zh-TW
