When rainfall intensity exceeds the limit that the mountain can resist, it will lead to landslide, resulting in mountain road close. The corresponding minor impact may threaten the local''s safety of life and property, and the major impact will cause the heavy losses of national economics. In prior experience of rapid repairing of mountain roads, repairing units often dispatch resources in accordance with decision maker’s own experience, and resource quantity is usually decided according to the ratio of landslide earthmoving volume. This decision lacks of overall consideration from all perspectives, because it results in resource idleness and cost overrun. Therefore, in order to reduce operation cost and recover the mountain road faster, this research applies computer simulation technology through a successful commercialized software SIMPROCESS to develop a novice resource allocation model for landslide removal. It allows planner to predict project duration, total cost, resource idleness, and idle cost for the project in advances. Moreover, optimization techniques are integrated into simulation model, where the optimal resource allocation action can be taken to satisfy shortest project duration or least project cost objectives.
