However, most of the current regulatory compliance reviews are performed manually, and some regulations lack precise structures and definitions. Thus, review work becomes subjective and licensing process may cause controversies among reviewers and applicants. Moreover, regulation compliance review is highly labor-intensive and time-consuming. This research develops a knowledge-base system for fire regulations based on CommonKADS methodology to improve review efficiency and effectiveness. We used Regulations for Installation of Fire Safety Equipments for case study. First we modeled the system using the six models of CommonKADS. Then we implemented the regulations rules and knowledge-base system using Flex, a logic programming language. Experiments have been conducted and showed that our regulations knowledge-based system can improve regulation compliance checking performance and correctness.
