Due to issues of innovation, the vast majority of research focuses on the private sector, therefore, this study is focused on innovation in the public sector, exploring organizational culture, leadership style and organizational learning as the impact reasons to innovation capatility. And use performance to evaluate administration’s innovation capability. In this study, a total of 500 questionnaires, 398 valid samples were recovered; using SPSS and AMOS statistical software for data analysis, conclusions found in this study are as follows. 1 Organizational culture has a significant positive impact on innovation capability. 2 Leadership style has no direct impact toward innovation capability. 3 Organizational learning has a significant positive impact on innovation capability. 4 Administrative innovations have a significant positive impact on performance. 5. Organizational culture has a significant positive impact on performance. 6. Organizational learning has direct impact on performance.
