碩士 === 中央警察大學 === 水上警察研究所 === 100 === Adstract Vessels are the most important law enforcement equipment in R.O.C. Coast Guard. And the offshore vessels are the main power of all the ships. To maintain the safety and reliability of vessels, the system of ship maintenance is very important. The works on maintaining offshore vessels are more expensive and complex, so it is necessary to discuss the maintenance work of the offshore vessels. Therefore this study research the ship maintenance work in R.O.C. Coast Guard form three aspects: management, law and procedure. And propose the strategies on promoting the quality and efficiency of ship maintenance by above researches. By improving the system of ship maintenance in R.O.C. Coast Guard, the availability and the efficiency of using staffs and equipment will be promoted. This study discusses the maintenance management from the evolution of maintenance management theory and the integrated logistics support of vessels. Through the progress in mechanical technology and management theory, the maintenance management theory developed for several phases: breakdown maintenance, periodic maintenance, predictive maintenance and reliability centered maintenance. This study discuss above development phase and cross-referencing with existing Coast Guard ship maintenance system. Through above research the shortcomings of ship maintenance system in R.O.C. Coast Guard could be found, and find the way to promote it. And through the discussion of integrated logistics support of vessels, this study proposes the perspective that the ship maintenance system should be planed when the ships in design phase in R.O.C. Coast Guard. The most parts of ship maintenance works in R.O.C. Coast Guard are outsourced for private companies. And the procedures should follow the Government Procurement Act. This study explored the related laws and regulations of Government Procurement Act to find out the government procurement system how to effect the procurements of ship maintenance in each purchasing phases and the problems of ship iii maintenance in R.O.C. Coast Guard with existing government procurement system. And propose the suggestion for promoting the quality and efficiency on the procurements of ship maintenance in R.O.C. Coast Guard. In the parts of the procedure and system of ship maintenance in this study, the existing regulations and practical operations of ship maintenance in R.O.C. Coast Guard has be researched. In order to understand the operation mode and find out the problems in practical operations on offshore patrol vessels maintenance in R.O.C. Coast Guard, this study interviews with the staffs of Ship Management Division, Maritime Patrol Directorate General and offshore patrol vessels. After the interviews, this study refers respondents’ suggestions as the references for further modification. After the research of management, law and procedure on ship maintenance, this study proposed the strategies to promote the maintenance efficiency and quality of offshore patrol vessels in R.O.C. Coast Guard, which include follow five strategies: the plan of ship maintenance procurements, long-term contract of offshore patrol vessels repair and maintenance, vessels accessories backup system, Coast Guard ship maintenance technology center and Coast Guard ships automation monitoring maintenance management system.
