Computer languages are the direct media for people to communicate with computers, therefore computer language or program design has long been compulsory courses in computer science or engineering. While being used to a highly complex human language, people, when first learning a computer language, often suffer from thinking and reasoning with that language due to its simple and fixed syntax. Fear of learning program design thus ensues. Bottom-Up programming strategy applying system analysis technique along with the use of linear equations, systematically helps program learners conquer thinking problems through a procedure developing programs step by step. In order to enhance learning outcomes, an assisting website applying programmed instruction to teach Bottom-Up programming strategy is devised to help accurately grasp beginner's learning progress and obstacles. The website is used in class as a time and site fixed teaching tool recording each student’s learning outcomes and then helping remedial teaching if necessary. In conclusion, this study evaluates the effects of learning program design with vs. without Bottom-Up programming strategy as well as the effects of learning with vs. without the assisting website. The website can be used in class as a time and site fixed teaching tool, also as an off class teaching assistant. Bottom-Up programming strategy instructions, tests and questionnaires were administered for Electrical and Electronic Engineering freshmen as the subjects in this study. Results were collected and analyzed to reach the conclusion and suggestions in the use of Bottom-Up programming strategy as well as program design instruction.
