Taiwan is an island country located in the West Pacific typhoon and earthquake belt. It caused by serious threat of harm due to strong winds and heavy rain and the typhoon severely damaged of life and property; Particularly in August 1999, Typhoon Morakot is called "88 flood” the strongest Typhoon in a hundred years. Storms caused by the ravages of the merciless flood and hundreds of lives disappeared in the moment. In this study, through the comparison the United States by Hurricane Katrina and Taiwan by typhoon Morakot army in the action of disaster relief. By using the questionnaire method and collated information to explore the military implementation differences of the United States and Taiwan and to identify the causes of ineffective disaster relief. In the disaster area transportation, telecommunications completely disrupted. The local administrative system immediately paralyzed public services close to a halt. National army can only be the normal operation of the public authority for the governmental organizations with the organizational ability and possess considerable human, material, machine tools and vehicles. This study hopes to take as an reference for military disaster relief.
