The teachers’ quality, therefore, affects not only the success of the education but also the competitiveness of the country. Thus, the high-quality teacher selection should be cautiously implemented. The departments of education in Taiwan counties are entrusted to execute teachers’ recruiting process by most schools. In the process, fairness, openness, and carefulness are three necessary elements for every participants. Thence, a clear, specific set of referential indicators are demanded no matter in written, oral, and teaching performing examination. The study induced three dimensions and twelve evaluative indicators of the teacher recruiting process according to the literature survey and experts interview, finding out the inter-influential degree of the indicators by using DEMATEL (Decision making trial and evaluation laboratory), establishing the relationship network of the indicators by applying ANP (Analytic Network Process), then, seeking the relative importance of the principles and calculating the proportion of each indicator. With these results, the host organization could set a distinct assessment principle, publishing the rules and regulation in advance, as the reference for the examiners as well as the preparative direction for the examinees. To sum up, the study will provide the examinees with the knowledge needed in the education field, also the basic skills in line with the key elements found, assisting the host organization to screen suitable teachers and reach the goal of adaptive personnel selection.
