Regardless of their physical or psychological development are still growing and expanding. Therefore, they are one of the groups that frequently happens traffic accidents. According to the statistics of the Ministry of Education, 7,771 school accidents involve school students in the 99th academic year. The most frequent accident is traffic accident occurred outside the campus and has a number of 3,424 (44.06%). Obviously, traffic accident is the largest main cause of the school accident for school students. Thus, establishing a traffic safety management system has become an important task to enhance students' traffic safety. Unfortunately, most elementary schools have not developed a traffic safety management system yet. Also, Curriculum Guidelines of 1st~9th Grades Curriculum Alignment issued by Ministry of Education does not explicitly include traffic safety education. It is necessary to discuss whether our education policy ignores the traffic safety for school students or the problems in teaching and administrative practices (such as equipment, teacher, etc.). This study aims to develop a traffic safety education management system for elementary schools. A questionnaire survey of teachers, staff and parents in Taichung municipal Da-An elementary school is conducted to analyze their viewpoints on three aspects including “government polices aspect”, “school organization aspect”, and “school implementation aspect” for traffic safety education management. After a statistic analysis, results show that more than 70% of parents (71.11%) and all teachers (100%) support the implementation of traffic safety education. Furthermore, the proposed traffic safety education management system not only lowers the difficulties but also increases incentives by providing immediate rewards for teachers. Therefore, this study proposes to unify the implementation schedule of the traffic safety education through adopting “Road Safety Education Week” in the school calendar to resolve the difficulties of “lack of time on traffic safety education”. This study also proposes the traffic safety seminars to raise parents’ cognition on importance of traffic safety education to solve the difficulties of “Parents do not pay attention to road safety education”. Moreover, situational teaching sites as well as unified materials are developed to solve the difficulties of “lack of teaching materials”.
