Under the influence of politics, economy and society, China’s education have been mainly dominated by official government which including formal education and extra training courses. The private education (called cram school in Taiwan) also includes formal education and extra training courses. The development of English training education in China is based on private education. The development of private learning centers has been rapidly expanding due to the need English training. The New Oriental Education is the only one enters the market of America. The following paragraphs describe the main points of private education in China.
The Non-government Education Promotion Law is the first one which was titled “promotion” among the education laws in China. The Non-government Education Law not only makes rules for legislative purposes but also promotes the well-developed of private education. However, in the process of development, there are still many controversial issues such as difficulties of practice, the protection of property right to private schools, and the complete system of fair payment. The above reveals the significant change of the public administration under the economic system of Chinese socialism. The Non-government Promotion Law also faces the problems of integrity of law system.
The article uses New Oriental Education as the example to discuss how the private education can gain reasonable payment, have equal condition and introduce foreign capital. The article reveals the legislation of private education and analyzes the controversial issues. The comparison and contrast between China and Taiwan’s private education can also provide details for those whom have interests to invest the market of private education in China or Taiwan.
