The employment service professionals play an important role in the process and performance of employment services. The purpose of this study is to discuss the expertise required by the employment service personnel as well as to analyze whether the expertise required by the employment service personnel being consistent with the regulations of Level B employment service Technician skills test. Through the reviews of literature and as the interviews with experts, this study proposed the key functions of employment services personnel and compiled Delphi technique questionnaire as a research tool. The main conclusions of this study are: 1.The employment service personnel of public employment service agencies should have the knowledge of relevant laws, employment service, servicing ethics, customer relationship management, social resources, interview, and career consultation. 2.The employment service personnel of public employment service agencies should have skills including the application of relevant laws; collection, analysis and application of labor market information; servicing ethics; customer relationship management; application of government and social resources; interview as well as career consultation. 3. The two functions of knowledge and skills required by the employment service personnel of public employment service agencies should be consistent with the functions listed by the existing government regulations of Level B employment service Technician skills test.
