Railway industry was facing environmental impacts so that the railway industry needs to reform. This study proposed 31 criteria and five dimensions such as policy, performance, safety, finance, and public opinion. There are eight alternative as the evaluation structure. The data was conducted from the expert questionnaire survey. The methodology adopted the DEMATEL based on ANP (DANP) and combined VIKOR and grey relationship analysis to calculate the influential weights, build impact relationship map and select the better way of railway reform. The evaluation object selected the Taiwan Railway Administrator (TRA) as an example. The results show that the best reform alternative is the nationalization company. In the innovation reform alternative, the TRA can build companies for marketing and information. The policy dimension is not only the key dimension but also the dispatcher that will affect the whole reform procedure. The major criteria include policy promoting, operation safety, competitive mechanism, subsidy mechanism, and supportability of public opinion, respectively. Those criteria are important issues due to the railway reform procedure.
