First, the proposed model adopts the “Modified Delphi Method” to find out suitable criteria to evaluative social workers of non-Profit organization. Next, the research model applies the “Fuzzy Analytic Hierarchy Process (FAHP)” to determine the relative weights of evaluative criteria, then ranks the alternatives and selects the optimum social workers of non-profit organization. Additionally, this study takes a non-profit organization of social welfare as an example, and proves how a non-profit organization selects a social worker by this model. The results of this study provided 4 dimensions and 16 criteria. The results indicated that the priorities of evaluation criteria were shown as follows: professional ethics, personality, professional skills, and professional knowledge. On the basis of the above mention, the expert group pays attention to implicit competencies when they select social workers. Most of experts believe that the explicit competencies such as professional knowledge and skills can be trained by educational institutions or workplaces. Besides, this model provided the clear criteria for the non-profit organization to select and train the social workers. The study confirms the key items of professional competence for the social workers, and builds up an analysis framework. Therefore, the non-profit organization would grasp key items to improve the efficiency of selection and work performance.
