Nowadays with ecological environmental awareness rising, its application in urban river development emphasized more on the ecological conservation then the functional requirement. In the past years along with the urban development, the river pollution is becoming more and more serious in metropolitan cities of Taiwan. The habitat is also forced to be fragmented. Therefore, seeking the ecological functions of habitat fragmentation link to the original river ecosystem restoration activities, the establishments of ecological urban waterfront open space hydrophilic, and the use of ecological corridors and green belt of the thread to bring colorful waterfront public life, this has become an important issue in Taiwan. In this study, take the Fazih River at middle reaches in Taichung as the study site, investigating the impact on relations of animal and plant habitats and activity habits, climate, geology, water quality, riverbed structure, human activities, and future urban planning. Structure methods is using the “Heuristic Structure” theory of logical deduction to derive the principles of local conditions from a framework of serious investigating and thinking process; and “Overlay Analysis” to assisted with planning of land use of the potential and limitations of Fazih river environment space. " Heuristic Structure "theory is to define and verify the solution of the problem. Using the Heuristic Structure models of five stages (Define the domain, Problem breakdown, Significance extraction, Induction, Deduction) to facilitate large amounts of relevant data, to induct and condense the information, and to deduce more conducive resources to the framework of the research. Relating data is organized for interaction with potential factors of the physical environment for deducing the planning principles that respect its river ecology and human environments. “Heuristic Structure” theory is an innovative theory to challenge the common procedures of environmental planning. Together with “Overlay Analysis” method is expected to find the balance of land utilization and ecology conservation, in order to achieve the goal both of development and conservation. The environment around the river middle reaches was originally agricultural land with ecology multiplicity. In the future city planning, most of the land is urbanized and planned into residential areas. The surrounding environment of Fazih River could be foreknown the loss of its nature environment. More important the original intention of blue belt natural recreation for urban residents is scarified at the same time. The result of this research is applied new thinking and new methodologies to simulate the future development references for the foundation on the balance and symbiosis of ecology and human life. During the simulation, it suggested the planning framework of ecological corridor to link biological diversity, to establish wetland, and to symbiosis nature environment with urban development.
