Urban areas are concentrated of dense population and economic activities. Any disaster will cause tremendous loss of lives and property. Urban disasters are in wide variety, including earthquakes, fires and floods etc. Presently, we still can''t predict the hazard and its effect exactly by scientific technology. But the earthquake has the great importance on people''s lives and property when it happens. Accordingly, the research focused on the earthquake disaster prevention and spatial planning. The past studies, showed the designated disastrous prevention ring domains reduced the damages incurred by earthquakes. In recent years, related researches mainly have used the buffer analysis designated refuge rings, and have focused on the concept of neighborhood. However, they cannot fully put into the consideration, causing some errors for the population served in the ring domains. Therefore, the objective of this paper is to summarize the domestic and foreign planning rules of urban disastrous protection and use them in Taichung City. Meanwhile, the buffer analysis of the Geographic Information System is used to select refuge facility. Under the simulation of three different situations and the Service Area of Network Analysis of ArcView are made to simulate real refuge road, designate disastrous prevention refuge ring. Finally, Comparative study and One-Way Analysis of Variance, are need to assess the differences of the refuge ring, and to determine what kind of refuge ring planning is more suitable to metropolitan areas. It is hoped this basic research can provide future planners with a reference to plan urban disastrous protection. According to the result of research, the first case can offer Thirty-five refuge facilities, it can also provide the most service population, and the coverage rate 71.05% of population. Secondly, under the situation of the less refuge facilities, the third case is the best choice if it can service the most needs of population and rate of 67.89% of the whole population with the limited funds of government''s disastrous prevention equipment.
