However, due to DRM mechanisms still can’t prevent piracy completely, it cause inconvenience to legitimate users and the development of DRM is also been hindered. In this paper, we propose a new method. We use the video quality control with DRM. It can achieve the purpose of commercial protection without affecting paid users. Therefore, we present a layered video DRM mechanism by Multiple Description Coding based on H.264/AVC. This method provides not only high quality for paid movies but low quality for free movies to create a situation that conducive to manufacturers, consumers and general publics.
