Summary:碩士 === 逢甲大學 === 環境工程與科學所 === 100 === Civilization and development activities have been enhancing the living standards of mankind, but they have been at the expenses of the environment and the ecosystems. In recent decades, governments and the general public have become very concerned with the environment. There have been protests by various interest groups against almost all development activities. These protests, pros and cons, are based on each protesting group’s interests and benefits. Protests cause delays and are costly for each development from planning phase through protests and reaching eventual consensus to final project completion; some developments do not even get chances to complete. This research applied game strategies to analyze the roles and strategies of all interest groups and to derive the factors for successes and failures of developments. The research used the Suao-Hualien Freeway and Kuokuang Petrochemical projects, major development activities in Taiwan, as case studies. The major finding of the research is that the support of general public is critical to the success of a development. The results of this study can be applied to assess future major development activities.
