Summary:碩士 === 佛光大學 === 未來學系 === 100 ===   The purpose of this study is researching into measures of university organization, personnel and financial deregulation that are promoted by the Ministry of Education and aim at enhancing of school performance and competitiveness. The study explores the implications that employing temporary staff for short-term projects will have for the culture of school organization, that traditionally recruit full-time government officials, and overall administrative efficiency。   The case in this study is National Ilan University. In order to analyze the impact of employing temporary staff for short-term projects on the culture of school organization, the objects of study include members involved, i.e. (1) senior government officials who are influenced by the measures; (2) business executives who implement the measures; (3) temporary staff who are employed for short-term projects. Interviewees are 5 government officials, 5 temporary staff, and 2 business executives, whose years of working experiences range from 2 to 22。   The research method in this study is in-depth interview. According to data analysis procedure of grounded theory, key concepts are extracted from contents of interview. The impact of employing temporary staff for short-term projects on the culture of school organization is classified and a qualitative study is conducted for data analysis。   Conclusions based on the analysis results of this study are summarized as follows: The positive impact(ex:Traditional and rigid cognitive models of school members are changing.)and The negative impact :(ex:The organization has a fast turnover so the business cannot be taken over smoothly.),as a reference for personnel management and operation of the National University。
